Net neutrality is supposed to prevent that from occurring.
But Teabaggers claim to be motivated by the constitution (stating they care about the second ammendmant and about free speech) are at the same time are always for "big business" and no regulations. So the irony here is they are claiming the only way to preserve free speech in America is to NOT have net neutrality (in other words, the only way to guarantee free speech in America is to allow ISPs to put up toll booths on the Internet!).
This is just one of many examples of the Teabagger mentality of holding inconsistent positions. (Another is that they are both for reducing the deficit but also want to reduce taxes.)
